North Richmond is outside the City of Richmond within unincorporated Contra Costa County. The site is located between two creeks, the Richmond Parkway and the Union Pacific Railroad tracks to the east. These plans were undertaken for the County to explore how this 27 acre site could be planned as an extension to the adjacent city grid to create a new mixed-use neighborhood.

The proposed plan laid out a new street and block pattern that includes a central park and local shopping centre, a new Primary School and areas for future light industry. A variety of housing types are shown ranging from stacked flats, townhouses to single family dwellings.
