The 27 acre former brownfield site owned by the Eugene Water and Electricity Board (EWEB) is the only place where downtown Eugene meets the Willamette River. The former industrial site is currently severed from the town by the elevated Ferry Street highway and railroad tracks, and is further constrained by large utility easements. The master plan addresses these conditions with a compact mixed-use, transit-oriented development, and a network of streets and blocks that lead to the river. The plan proposes a balance of development and open space, with a restaurant row fronting a new boardwalk, up to 800 new dwellings and the reuse of several existing buildings. The plan was adopted by the City Council in 2010.
