The Hacienda Business Park study was undertaken to explore how to transform sprawl into a transit-oriented, mixed-use neighborhood. Sponsored by the East Bay Community Foundation, a team of consultants including Jeff Tumlin of Nelson Nygaard, Dena Belzer of Strategic Economics and Dean Harrison Fraker of UC Berkeley prepared plans to demonstrate how the 564 acre site could take advantage of the newly opened BART extension. A policy of replacing 55% of the site used for surface parking with strategically located structured garages could liberate vast areas for mixed-use. It was also recommended that the extra wide roads throughout the site, designed for the evening rush-hour, could go on a road diet and liberate more land for development.

A phased program demonstrated how new housing and offices could be integrated into the site without displacing the existing office buildings. As many as several thousand new dwellings could be built.
