The Riverfront Plan was sponsored by the cities of Sacramento and West Sacramento to propose a framework for development on both sides of the Sacramento River. The award winning plan called for the construction of three new bridges linking both sides of the river in addition to an extension of the riverfront esplanades on either side. As many as 35,000 new dwellings could be built on sites adjacent to the river, transforming existing former industrial and railroad yard sites into thriving new neighborhoods. The plan was further developed by the Specific Plan for the Docks Area.
