This master plan, sponsored by the City of Alameda and funded by a grant from the Metropolitan Transport Commission, examined the development potential around a proposed new ferry terminal on the former Naval Air Station site. The new terminal will provide high-speed ferry service to San Francisco and will help relieve the congestion through the two road tunnels under the Estuary. The master plan proposed a mixed-use community of up to 5,000 new residents with neighborhood retail and new employment within a five minute walk of the terminal. A mix of residential building types at various densities was proposed, including townhouses, live-work lofts and stacked flats over retail.
