UC Berkeley together with the City of Oakland Redevelopment Agency commissioned this study to explore the possibility of building student housing on selected sites in Downtown Oakland. The easy access to the campus via BART made these sites closer in time than the University Village in Albany. The report was the work of consultants including Peter Bosselmann from UC Berkeley, Chris Leinberger amnd Pankow Construction.

The divergence of house prices and faculty salaries plus the increase in student numbers in relation to private rental accommodation all call for action and the need for subsidies.

Sites were examined and unit types explored to provide data for evaluation by others.
